MODEL SISTEM INFORMASI SURVEILANS KESEHATAN IBU DAN BAYI BERBASIS MASYARAKAT

ABSTRACT
The low early detection of risk factors for maternal and infant mortality by the community become one of the causes of high maternal mortality rate (MMR). Community empowerment is part of the National Action Plan in the strategy for reducing the MMR. Monitoring of the risk factors for maternal and infant mortality by the community or the
cadres can be done through surveillance. The general objective of this research was to develop a model of information system for maternal and infant health surveillance based on community.The specific objectives wereto identification of data and information needed for early detection of maternal and infant health based on community, the flow of
data into information and application prototyping. Type of research was observational and conducted in Surabaya city. Research variable was surveillance component that includes data collection, analysis and dissemination of information. Respondents werematernal and child health program officers at Surabaya Health Office, public health
centers, midwives and cadre. Data collected through in-depth interviews, document studies and focus group discussion. The qualitative data was analyzed by content analysis. Surveillance contains data of maternal and infant health plan covering immunizationTTplanning, pregnancy visits, neonates visits and basic immunization for infants. Health plans also include the date, place, companion for childbirth and health insurance. Data for early detection which can be monitored by the community covering the danger signs of pregnancy and postpartum. Pregnancy danger signs include bleeding, fever, dizziness, amniotic fluid out, loss of appetite, persistent cough and swelling on the
face, hands and feet. Postpartum danger signs include bleeding, fever, dizziness, heartburn, leg pain and swelling in the face, hands and feet. Data collected by the cadres and reported to the midwife for recapitulated by the posyandu and puskesmaslevel. Maternal and infant health surveillance is the form of surveillance responses that
integrate recording and repoting on Maternal and Child Health Books and PosyanduInformation Systems. Maternal and infant health surveillance includes community-based health planning, early warningdetection, obtained health care and immunization.
